The President of Uzbekistan approved a comprehensive set of measures aimed at establishing a barrier-free environment for people with disabilities, on July 18, as reported by the legal information channel of the Ministry of Justice.
Mandatory Technical Examination
Beginning October 1, 2024, it will be mandatory to conduct a technical examination for urban planning projects during reconstruction and repair phases. These examinations will ensure compliance with norms and regulations that facilitate the creation of conditions favorable to persons with disabilities. This move aims to systematically integrate accessibility into the urban infrastructure, ensuring that new and renovated structures are inclusive.
Interactive Map for Accessibility
An interactive map highlighting accessible facilities throughout Uzbekistan will be developed and launched by early 2026. This map will serve as a valuable resource for individuals with disabilities, helping them identify barrier-free environments in various locations across the country. This initiative will promote greater mobility and independence for persons with disabilities.
Free Public Transport
Starting October 1, 2024, all persons with group I disabilities and their accompanying persons will be entitled to free travel on public transport. Previously, this benefit was limited to the blind. This expansion ensures that more individuals with severe disabilities can access public transportation without financial burden. Furthermore, transportation providers with buses adapted for persons with disabilities will be prioritized in tenders for bus services in Tashkent and international routes. By 2025, this regulation will be extended to other cities and regions, promoting widespread accessibility in public transportation.
Financial Compensation for Adaptation Costs
From November 1, 2024, carriers will be eligible for compensation covering 50% of the costs associated with adapting buses for people with disabilities, with a maximum compensation of UZS 10.2mn ($810). Additionally, starting October 1, persons with group I disabilities will receive the same compensation for adapting their personal cars.
