    Uzbekistan establishes liability for excessive energy resource use

    Uzbekistan has passed the law on saving energy, its rational use and improving energy efficiency. This legislation, approved during a plenary session of the Senate on July 10, outlines comprehensive measures and regulations to enhance the country's energy landscape across various sectors.

    The newly enacted law focuses on several pivotal objectives:

    Enhancing Energy Security and Efficiency: The law sets out clear guidelines to ensure energy security by promoting the efficient and effective use of electric, thermal, fuel, and non-traditional energy resources. It aims to optimize energy consumption across economic sectors and within the social sphere.

    Legal Framework and Accountability: One of the core aspects of the legislation is the introduction of stringent measures to enforce energy-saving practices and increase accountability for excessive resource consumption. This includes penalties for violations of energy efficiency standards.

    Sector-Specific Directions: Specific provisions within the law address energy conservation and efficiency improvements tailored to sectors such as construction, transport, heat supply, utility services, agriculture, and water management. These directives are crucial for aligning Uzbekistan's economic activities with sustainable energy practices.

    Promoting Renewable Energy: Uzbekistan aims to boost its renewable energy capacity, with a target of reaching 27 gigawatts by 2030, constituting at least 40% of total electricity production. This ambitious goal is expected to reduce reliance on fossil fuels, saving 25 bn cubic meters of natural gas annually and cutting harmful emissions by 34 mn tons.

    Uzbekistan faces challenges such as the lack of a robust monitoring system for energy efficiency, outdated energy consumption standards, and slow adoption of modern technologies. The law seeks to address these issues by encouraging the deployment of modern energy-saving technologies and enhancing the role of information and communication technologies (ICT) in energy management.

    Strategic Implications and Benefits

    The adoption of this law holds notable strategic implications for Uzbekistan's energy sector. It is expected to foster a competitive market environment, attract foreign and private investments in energy infrastructure, and establish transparent pricing mechanisms in both wholesale and retail electricity markets. By optimizing energy resource costs and implementing systematic monitoring of energy consumption, Uzbekistan aims to enhance its energy stability and sustainability over the long term.
