OSCE/ODIHR Needs Assessment Mission visits Uzbekistan ahead of 2024 parliamentary elections
The Needs Assessment Mission (NAM) from the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE/ODIHR) has arrived in Uzbekistan, as per to the press service of the Central Election Commission (CEC). This visit is a preparatory step towards the parliamentary elections scheduled for 2024 in Uzbekistan.
On Tuesday, May 28, mission experts Keara Castaldo, Senior Consultant of the OSCE/ODIHR Election Department, and Kakha Inaishvili, Election Adviser, met with Zainiddin Nizamkhodjaev, Chairman of the CEC. The discussions focused on the implementation of recommendations from previous OSCE/ODIHR election observation missions, particularly those pertaining to the referendum and early presidential elections of 2023.
The experts were briefed on significant changes in Uzbekistan's electoral system, including the formation of a single centralized system of electoral bodies and the introduction of a mixed electoral system for elections to the lower house of parliament. These reforms aim to enhance the transparency and efficiency of the electoral process in Uzbekistan.
“The experts of the needs assessment mission expressed gratitude for the coordinated organization of the analysis of the final reports of the ODIHR observation missions for the referendum and early presidential elections of 2023 and the development of measures to implement ODIHR recommendations in election legislation and practice,” the CEC statement noted.
The OSCE/ODIHR representatives acknowledged Uzbekistan's efforts to align its electoral procedures with international democratic standards. They also reiterated their support for Uzbekistan's ongoing initiatives to improve its electoral framework, ensuring that future elections are conducted in accordance with globally recognized democratic principles.
