President Shavkat Mirziyoyev expressed dissatisfaction with the sluggish progress of the privatization program in Uzbekistan during a meeting on January 16. Criticizing the director of the Agency for State Asset Management (UzSAMA), Akmalkhon Ortikov, Mirziyoyev highlighted discrepancies in the fulfillment of privatization targets.
Mirziyoyev also criticized the failure to auction 484 state objects, encompassing 199 ministry and departmental objects and 106 economic associations, as part of the privatization program. These unimplemented projects, if auctioned, could contribute about 200 billion soums to the budget.
He urged responsible authorities, such as the Ministry of Health, Uzpromstroybank, Ministry of Preschool and School Education, Committee on Roads, Ministry of Higher Education, Science and Innovation, Uzbekistan Pochtasi, Ministries of Culture, Water Resources, and others, to expedite the privatization process. Mirziyoyev demanded a comprehensive plan from each entity within a week.
In the pursuit of revenue, President Mirziyoyev directed Prime Minister Abdulla Aripov and his adviser on personnel policy, Gofurjon Mirzaev, to decide within three days on the fate of khokims (mayors) of districts where no land auctions were conducted throughout the year.
The president aims to inject UZS 20 trillion ($1.6 bn) into the state budget through privatization in 2024. As part of broader economic reforms, he instructed a 15% reduction in the number of deputies in the economic bloc of the government, currently totaling 40. Key Performance Indicators (KPIs) will be introduced for managers, determining their salaries based on efficiency and modern thinking.
