Kazakhstan is set to introduce two groundbreaking digital systems in 2024, aimed at revolutionizing the healthcare and education sectors in the country. These innovations, presented to Prime Minister Alikhan Smailov at a government meeting, promise to enhance transparency, efficiency, and accessibility in healthcare and preschool education.
Medication Control System to Ensure Transparency and Safety
One of the major digital systems slated for launch is a comprehensive medication control system that will bring greater transparency to the pharmaceutical industry in Kazakhstan. This system will address several critical issues, including the prevention of drug overwrites and false write-offs in medical institutions and the monitoring of drug retail prices, balances, and expiration dates.
To facilitate meticulous tracking and monitoring, each medication package will feature a two-dimensional unique Data Matrix code. This system will enable real-time monitoring of the entire medication supply chain, from production to consumption. The ultimate goal is to reduce the risk of illicit drug trade and enable centralized purchasing planning.
Vice Minister of Health Beibut Yesenbaev emphasized the system's potential to prevent counterfeit products and ensure that retail medication prices remain within the approved range. This development will provide residents with confidence in the legitimacy, safety, and authenticity of the medications they purchase.
“The system will significantly reduce the risk of shadow trade in medicines and will help effectively plan their centralized purchase. In general, on the platform you can track the supply of drugs down to the number of tablets,” Beibut Yesenbaev stated.
The project is currently in a pilot phase and is set to be fully implemented by July 2024. Prime Minister Smailov has called for the detailed refinement of the system's functionality to ensure its ease of use at various healthcare facilities, including hospitals, clinics, rural healthcare centers, and pharmacies.
Unified Database for Kindergarten Priority Registration
Another digital solution presented to the prime minister is the Unified Database for Kindergarten Priority Registration. This system aims to simplify and enhance the process of securing a spot in a kindergarten, ensuring fairness and transparency in the allocation of places in preschool institutions.
Parents will be able to access this system through the state portal Egov.kz or mobile applications provided by second-tier banks. They can select up to four kindergartens to place their child in a queue and then track the status of their application online. When a place becomes available in one of the institutions, parents will receive notifications accordingly. The entire process, from selecting a kindergarten to concluding an agreement, will be conducted electronically.
Prime Minister Smailov stressed that the system must be designed to eliminate dual queues for preschool institutions and associated corruption risks. This innovative approach promises to streamline the process for parents while ensuring equitable access to preschool education.
The Unified Database for Kindergarten Priority Registration is currently undergoing pilot testing as well and is scheduled to be launched in January 2024.
