Mobile transfers as a payment method for goods and services are now prohibited in Kazakhstan. All cash payments must be made using cash registers, including cash or bank cards. However, mobile payments through QR codes in bank applications are still allowed.
The State Revenue Committee considers money transfer to a personal card for business entities opaque. Therefore, they intend to take control of this area and completely eliminate mobile transfers by 2025. This is also related to the declaration of income, which will be provided by civil servants and their spouses this year.
Employees of the quasi-public sector, other government agencies, and individual entrepreneurs must provide their income declarations.
It has also been announced that in 2026, the bank accounts of some citizens will be assumed by the government.
Ainur Sartaeva, the official representative of the State Revenue Committee of the Ministry of Finance of Kazakhstan, clarified that there are no restrictions on mobile transfers used for personal purposes. For instance, citizens can still use mobile transfers as birthday gifts for their relatives, parents, children, or friends without being taxed.
