Since Germany has actively supported Ukraine by providing ammunition and weapons against Russia's aggressive actions, it has become a primary target for Russian reconnaissance. The report notes that Russia's ability to spy on Germany has been somewhat compromised after the expulsion of 40 Russian diplomats by Berlin in the past year. However, Russia is expected to employ alternative methods to gather information in order to maintain an advantage over NATO countries.
