Chairwoman of the Senate Tanzila Norboyeva expressed an opinion on the results of the study of the work carried out to create new jobs and ensure employment of the population in Karakalpakstan and Khorezm region.

Of course, systemic issues related to the creation of new jobs and ensuring the employment of the population will be resolved at the republican level. Objections are real. Conducting labor fairs, which are important in the practical solution of the employment issue, to increase their effectiveness, to ensure that the wages paid to the employed population fully meet the standards of decent labor, to ensure healthy competition between private enterprises in this regard. What kind of activities have been initiated by the officials? What are the quota jobs? And, of course, what kind of propaganda work is being carried out among our citizens who are seeking employment, in general, among the population of the region? Is the level of awareness of the population about the conditions of employment in the area being organized appropriately? We asked the authorities exactly these and similar urgent questions.
When it comes to responsibility and demands, regional structures should also critically review their work. They work directly with the unemployed population. First of all, lower organizations should assess the specific characteristics, opportunities and potential of the region. Proposals and initiatives should also come from below, in fact. Many individual business entities have established their activities in Karakalpakstan. At the same time, a number of business entities stopped or ended their activities (in seven months, about 2,900 individual business entities were established, and during this period, about 900 of them, or almost one in three (30 percent) discontinued).
What is the reason? It is necessary to think, study and analyze it. Another aspect: this year alone, we discussed the issue of ensuring employment of the population three times in the Senate, this is the fourth. Despite our many discussions, some systemic problems still remain.
One example. In Khorezm region, due to the non-allocation of loan funds for 19 projects within the framework of the regional investment program, hundreds of jobs have not been created (Xalq bank - 5, Agrobank - 5, Qishloqqurilishbank - 4, Mikrokreditbank - 2, Milliy bank - 2, Aloqa bank - 1 ). The Ministry of Investment and Foreign Trade, the Central Bank, commercial banks, and the regional administration should thoroughly study this issue and submit information to the Senate within a month.
There are also shortcomings in the absorption of loans and subsidies allocated to the industry. Therefore, it is necessary to integrate electronic systems, in particular, "hunar", "online-mahalla", "family loan" platforms, which are currently in a scattered state. Also, the database of the tax authority should be improved in order to keep accurate records of business entities. The Cabinet of Ministers should take appropriate measures on these issues and submit information to the Senate within two months.
Every time we discuss employment issues, we call on local councils to increase responsibility and be active in this direction. At the end of every month, we are telling the authorities to critically discuss the state of affairs in the region and to take measures in areas where things are poorly organized. Nevertheless, the issue of creating new jobs in Urganch, Hazorasp and Shavot districts was discussed only once in local council sessions.
This situation can be seen in other regions as well. It is difficult to achieve the implementation of program tasks in the regions without establishing active representation and public control. Officials who are directly responsible for the creation of jobs and employment of the population in the studied areas should draw appropriate conclusions from the critical opinions expressed today and take a serious approach to this issue.
