Zafar Khoshimov, businessman and the founder of "Korzinka.uz" supermarket chains, touched on the issue of governors heading the councils of people's deputies on the Twitter social network.
He thinks, the executive, legislative and judicial bodies should be separated from each other, one should control the other - this is one of the principles of democracy. Any connection between them leads to a conflict of interests.
"Public control is established over the executive power. I don't think it is logical that the head of the controlled body should also be the head of those supervisors. They need to be separated. The deputies of each council (district/city, region, Oliy Majlis) should be given a monthly allowance. In fact, it’s better if there is no allowance from the budget.
Also, deputies of the district or city council should see it as a job. Because the conflict of interests in the Senate can also happen in that small district council," Khoshimov said.
