Kazakhstan will implement the Mass Alert earthquake early warning system in pilot mode by June 1. This was announced during a meeting on May 18 focused on seismic safety in Almaty, chaired by Deputy Prime Minister Kanat Bozumbayev, the Prime Minister’s press service reports.
Deputy Prime Minister Bozumbayev instructed to expedite the introduction of an emergency warning system for the population. This system will be operational in all earthquake-prone regions of the country and ensure continuous functionality.
Almaty Mayor Yerbolat Dossayev explained that Cell Broadcast technology will be used for population notification. This technology does not impact network load and allows for widespread notification of all subscribers within the coverage area of base station antennas.
Minister of Industry and Construction Kanat Sharlapayev reported on measures to improve the seismic resistance of buildings. A mandatory seismic isolation system was introduced to construct residential buildings and social facilities in areas with seismicity of 7-9 points. The corresponding technical and regulatory documentation has been updated.
Deputy Prime Minister Bozumbayev directed tightening standards for designing facilities in earthquake-prone regions, incorporating international practices, including those from Japan. Supervision over adherence to construction standards will be strengthened using accredited laboratories.
The meeting also addressed the algorithm for government agencies' actions in the event of an earthquake. This includes informing the population, organizing rescue and evacuation measures, and deploying field and mobile hospitals. Bozumbayev instructed the Ministry of Emergency Situations to test this algorithm and inspect equipment during the Zher large-scale exercises in early June.
Following the meeting, relevant ministries were tasked with ensuring constant monitoring of the seismic situation in the country. Regular training and exercises will be conducted to practice the population’s response during an earthquake.
