Labour migrants from Uzbekistan are set to receive compensation up to UZS 3.4 mn ($268) starting from April 1 as part of a new initiative, the Ministry of Justice reports. A new decree signed by Shavkat Mirziyoyev on April 4 aims to enhance the mechanisms of labour migration and extend support to Uzbek migrants abroad.
A notable aspect of the decree includes the introduction of labour migration attaché positions within Uzbekistan's embassies and consulates across seven countries: the UK, Hungary, Germany, Latvia, the UAE, Poland, and Japan.
Financial reimbursements and incentives
From June 1, Uzbek citizens who are registered in the "Xorijda Ish" (Work Abroad) online system and depart abroad through organised recruitment will be eligible for reimbursements to cover various expenses. The reimbursement scheme is detailed as follows:
- Work visa costs will be covered up to 5 Basic Calculating Amounts (BCA), equivalent to UZS 1.7 mn ($134).
- Expenses for professional and language exams will be reimbursed up to 3 BCA (UZS 1 mn or $79), provided that the applicants obtain the requisite certifications.
- Ticket purchases for travel will be compensated up to 2 BCA (UZS 680,000 or $132).
Moreover, to further aid labour migrants, an initiative to encourage life and health insurance was introduced. Insurance companies will be subsidized UZS 50,000 (nearly $4) annually for each migrant insured and registered in the Unified Social Security Register or listed in one of the "notebooks."
Effective July 1, private employment agencies will be permitted to impose fees on citizens utilizing their services for overseas employment, aligning to regulate and ensure the quality of recruitment services.
Support infrastructure enhancements
The establishment of a 24-hour call centre by September 1 aims to provide immediate assistance to migrants. The call centre will be accessible toll-free for foreign subscribers, ensuring help is just a call away for Uzbek nationals abroad.
Furthermore, plans are in motion to launch a comprehensive mobile application for migrant workers by July 1, 2025. This application is expected to offer a wide range of services, including information on vacancies abroad, communication tools for compatriots, money transfer services, and support for those in adverse situations.
