On March 29, the Uzbekistan government passed a resolution aimed at mitigating the harmful effects of transport on atmospheric air quality. This comprehensive resolution outlines the procedure and detailed timeline for the phased introduction of eco-stickers for motor vehicles nationwide.
Eco-Zones and Vehicle Categorization
Central to the eco-sticker system is the establishment of "Eco-friendly Transport" zones, which will be categorized based on the prevailing air quality standards. Territories will be delineated into "clean" (green), "average" (yellow), and "harmful" (red) zones, reflecting varying degrees of environmental impact.
Simultaneously, vehicles will undergo rigorous categorization based on their emissions profiles and adherence to environmental standards. Diagnostic tests will be conducted to assess each vehicle's compliance, with results determining the issuance of eco-stickers in one of three distinct colors, each denoting a specific environmental category.
Enforcement and Penalties
To ensure strict adherence to eco-zone regulations, penalties will be imposed on vehicles found operating in zones incongruent with their designated environmental category. Fines collected from violations will be channeled into environmental protection initiatives aimed at safeguarding the nation's ecological integrity.
Eco-stickers will be provided free of charge during vehicle registration or re-registration processes. Additionally, provisions will be made for voluntary diagnostics, allowing vehicle owners to obtain new eco-stickers annually without incurring any costs.
Dynamic Mapping and Monitoring
To facilitate efficient management and monitoring of eco-zones, the Ministry of Ecology will spearhead the development of a dynamic electronic environmental map. This innovative tool will aggregate real-time data from ecological zones across the country, providing invaluable insights into air quality trends and environmental health.
In tandem with the eco-sticker rollout, efforts will be made to bolster enforcement capabilities. The State Unitary Enterprise "Center for Innovative Projects and Provision of Services to the Population" will spearhead vehicle diagnostics, augmented by the deployment of environmental operators to ensure stringent enforcement of regulations.
Additionally, the establishment of an atmospheric air monitoring center within the Ministry of Ecology will serve as a cornerstone for ongoing environmental surveillance, enabling prompt responses to emerging threats and regulatory violations.
