As per a bill passed by the Mazhilis, the lower house of the Kazakh Parliament, on February 28, victims of domestic violence will now be able to seek shelter through Family Support Centers. These centres are now equipped to offer temporary accommodation to individuals exhibiting signs of domestic violence.
The bill also outlines the procedure for dealing with individuals who have committed a criminal offence resulting in minor harm or battery. It clarifies the measures for imposing special requirements, as determined by the court, on persons convicted or absolved from criminal liability due to reconciliation.
The amendments in the bill criminalize actions that intentionally cause minor harm to health, physical assaults, sexual harassment against individuals under 16 years of age, and the propagation of suicide propaganda.
The legislative amendments adopted by the Mazhilis specifically aim to protect women’s rights and ensure children’s safety. In line with government recommendations, modifications were made to regulate the activities of commissioners for children’s rights at regional, city, and capital levels.
The bill, which is now headed to the Senate, the upper house of the Parliament, seeks to enhance the legal, economic, social, and organizational foundations of state policy. Its primary goal is to ensure the safety of children and prevent and suppress crimes against women and children.
