South Korea supports road maintenance project in Uzbekistan

South Korea supports road maintenance project in Uzbekistan

The Committee of Automobile Roads in Uzbekistan held negotiations with South Korean companies Saman and Korea Engineering Consultants Corp (KECC). The discussions centered on establishing a comprehensive plan for public-private partnerships in road infrastructure. The primary focus was on long-term planning, management guidelines, quality control standards, capacity building, and the legal framework for these projects.

    Negotiation Outcomes

    1. Long-Term Master Plan: The discussions emphasized the need to create a long-term master plan for road development in Uzbekistan. This plan will offer a strategic roadmap for the growth and maintenance of the nation's road network.

    2. Management Guidelines: The negotiations emphasized the importance of setting up guidelines for the efficient management of public-private partnerships. This framework is essential for transparent and efficient collaboration between public and private entities.

    3. Quality Control Standards: Establishing rigorous quality control standards for road construction and maintenance was a significant part of the negotiations. These standards aim to ensure the delivery of durable and safe road networks.

    4. Capacity Building Programs: The need for capacity-building programs to enhance the skills and knowledge of the workforce engaged in road projects was highlighted. These programs will contribute to the long-term sustainability of these projects.

    5. Legal Framework: The discussions also focused on creating a comprehensive legal framework for public-private partnership road projects in Uzbekistan. These legal guidelines will provide the foundation for future projects and ensure compliance with international standards.

    Conference and Grant Project

Following the initial negotiations, a conference was held to further explore the potential of public-private partnerships in road infrastructure development. The conference brought together leaders from the Committee of Automobile Roads and affiliated organizations, along with experts from the scientific-research institute. The aim was to solidify the belief that such partnerships can boost economic growth and improve road quality.

As part of this collaboration, a grant project with a value of $1mn  was initiated. This project will involve an in-depth assessment of existing road infrastructure in Uzbekistan, leading to the development of guidelines for road operation, repair, and maintenance. These guidelines are crucial for ensuring the long-term sustainability of the road network.

A significant outcome of the negotiations was the agreement to establish a mechanism for implementing the project, ensuring the practical realization of the plan.
