Lavrov's visit, his first since 2018, involves meetings with his North Korean counterpart, Choe Son Hui, in Pyongyang. A spokesperson from the Kremlin suggested that this two-day visit could serve as the groundwork for a possible future visit by Russian President Vladimir Putin.
Lavrov is also expected to provide North Korean officials with updates on Putin's recent trip to China. This visit follows North Korean leader Kim Jong Un's uncommon trip to Russia's Far East in September, where he met with Putin, resulting in strengthened defense ties. Observers speculate that Russia may be interested in accessing North Korea's ammunition stockpiles for its activities in Ukraine, while North Korea seeks advanced Russian technologies for its nuclear weapons program.
The U.S. Special Representative for North Korea, Sung Kim, expressed concern about the increasing proximity between North Korea and Russia, asserting that arms shipments are underway and providing evidence of North Korea delivering over 1,000 containers of military equipment and munitions to Russia.
The nuclear representatives from South Korea and the United States engaged in discussions in Jakarta, Indonesia, on October 16. They expressed concerns and cautioned against any unlawful military collaboration between Russia and North Korea, as reported by South Korea's foreign ministry.
