On August 11, during a video-conference meeting chaired by Shavkat Mirziyoyev in Bukhara, the introduction of a voluntary state incentive package for coal-powered greenhouses was announced.
As the greenhouse area has expanded threefold to 5.2 thousand hectares in recent years, with the volume of cultivated products increasing from 90 thousand to 300 thousand tons, these facilities are now responsible for employing 150 thousand people in high-income jobs, despite the challenges posed by the harsh winter conditions.
The President remarked,
"One of the groups suffering most from the harsh winter cold is the owners of greenhouses. I am aware of all their issues."
Under the new approach, three-party agreements will be established between the Ministry of Energy, regional governors, and greenhouse enterprises. In this arrangement, the ministry, together with regional governors, ensures uninterrupted fuel supply (coal and gas) to the greenhouses, while the greenhouses commit to making full payments for the supplied fuel, cultivating agricultural products, and distributing them both domestically and for export.
A state incentive package is now being introduced for voluntarily coal-powered greenhouses, including:
- A credit line at 14% interest for constructing specialized greenhouse storage and working capital, with 20% of the heating boiler acquisition costs reimbursed.
- Credit resources amounting to UZS 650 bn ($54 mn) will be allocated for replenishing working capital for greenhouses operating on natural gas.
- Imported flower bulbs, tubers, and cuttings aimed at increasing greenhouse yields will be exempt from customs duties until 2025.
- The repayment period for loans totaling UZS 2.2 trillion ($182mn) for a thousand greenhouses will be extended.
