The new decree of Shavkat Mirziyoyev "On the first organizational measures to effectively launch the activities of the executive authorities of the Republic" determines the following issues:
- development of competition in the process of public procurement by purposeful and rational use of budget funds, increasing the transparency of public procurement;
- wide introduction of public-private partnership and outsourcing mechanisms, the gradual transfer of some functions of ministries and agencies and their system organizations to the private sector starting from 2023;
- development of business activities (providing services to them, provision of state subsidies, concessions and other support) and improvement of the social support system of the population;
- "diagnosing" each of these areas and eliminating corruption factors based on the study of the reasons and conditions for the development of corruption in ministries and departments and the organizations that are part of them;
- wide introduction of the system digitalization of the ministries and state bodies;
- aggressive promotion of energy-saving methods, and widely involving renewable energy sources.
