A blackout warning letter sent by Muzaffar Boboyev, the director of the “Milliy dispetcherlik markazi” (National Control Center) under the Ministry of Energy, to the heads of regional power grid branches, the chairman of the board of the "Territorial Electric Networks" company, the Ministry of Energy, and "Ozenergoinspeksiya" has sparked a series of hot debates among netizens. "Gazeta.uz" reported that the press service of the Ministry of Energy had confirmed the authenticity of the letter.
According to the message, starting from November 9, 2022, there is a severe situation related to the fuel supply of thermal power plants (TPP) of the energy system. On November 12, a total of 350,000 cubic meters of gas per hour was supplied to the power plants, including 270,000 cubic meters of gas less than planned to Tashkent TTP. 50,000 cubic meters of natural gas was delivered to Tashkent TPP, and in order to prevent the power blocks from falling below the standard parameters and equipment damage, two power blocks were stopped.
The total electricity production at the station decreased to 500 MW (600 MW less than the plan) due to fuel oil burning. In order to ensure the balance of electricity and prevent the occurrence of major emergency accidents with serious consequences in the energy system, and due to the ineffectiveness of the restrictions introduced by the district power supply companies from 6.10 kV networks, the “Milliy dispetcherlik markazi”, based on a special schedule, it was turned off from high-voltage networks, and the consumption of electricity was reduced.
In order to prevent serious accidents (blackouts) in the system due to an emergency situation and to eliminate intermittent interruptions in the supply of consumers, starting from November 12, until a separate order from you, provided by the “Milliy dispetcherlik markazi” requests to strictly reduce the hourly electricity consumption task.
"Failure to fulfil the tasks may cause accidents with major consequences in the unified electric energy system of Central Asia due to the fault of the energy system of Uzbekistan," the director of the centre said in the letter.
