The representative of the Oliy Majlis of Uzbekistan on Human Rights (ombudsman), Fatima Madrahimova, submitted the report on the monitoring carried out by the Ombudsman within the framework of the National preventive mechanism for the prevention of torture at the briefing stating 143 complaints received regarding mental, psychological, physical or other pressure in 9 months,2022.
According to the report, the Ombudsman and the Public Group conducted 297 monitoring visits to places where persons with limited freedom of movement are kept talking to 2605 individuals.
The ombudsman also received 2,476 appeals from persons detained in places of detention, their close relatives and lawyers. In 582 cases, the court verdict was appealed, and in 443, the inquiry and preliminary investigation actions were appealed.
According to the results of service inspections conducted by the Ministry of Internal Affairs and responsible agencies based on these complaints, 11 employees were subject to disciplinary measures and the employment contract of 1 employee was terminated. According to the studies carried out by the Prosecutor's Office, the disciplinary measure applied to 1 prisoner based on 1 complaint was found to be illegal and cancelled.
In addition, in connection with 1 of these complaints, 1 employee of the internal affairs bodies was found guilty of committing the crime provided for by Article 104, Part 1 (intentional infliction of grievous bodily harm) and Article 2301, Part 1 (falsification of evidence) of the Criminal Code and later was sentenced to 5 years and 6 months in prison.
