    Uzbekistan to establish National Energy Efficiency Agency

    Uzbekistan is set to establish a National Energy Efficiency Agency under the Cabinet of Ministers, following a presidential decree aimed at enhancing public administration in the field of energy efficiency and developing the market for energy service companies. The decree, on measures to improve public administration in the field of energy efficiency and develop the market for energy service companies, lays out key steps toward fostering energy efficiency in the country.

    The newly established agency will be responsible for conducting a unified state policy on energy efficiency, overseeing and regulating incentive programs, and implementing measures to impact the sector. One of the agency's primary tasks will be to increase energy efficiency through various initiatives.

    Starting July 1, 2025, the agency will provide subsidies to cover the costs of energy audits for residential buildings. Additionally, it will allocate financial support for green technologies, covering 20% of the cost of solar panels and solar collectors, and 40% for heat pumps (air, water, and geothermal). The subsidy will be capped at 50 times the base calculation amount (BHM), which amounts to approximately UZS 18.75mn ($1,449).

    By September 1, 2025, the agency plans to launch a digital platform dedicated to improving energy efficiency. An extra-budgetary fund will also be set up to support and promote energy efficiency projects.

    Furthermore, by October 1, 2025, Uzbekistan will introduce "green" standards for energy-efficient technologies aimed at manufacturers and importers.

    Uzbekistan's long-term energy goals include increasing the share of renewable "green" energy in the country's total generation to 50% by 2030. This ambitious target aligns with the country’s commitment to reducing energy consumption and advancing sustainable energy solutions.

    President Shavkat Mirziyoyev has emphasized the importance of energy efficiency in various public addresses. On March 26, he highlighted the need to install modern energy-saving equipment at large industrial enterprises to minimize energy waste. Earlier, on February 19, during a review of proposals to improve energy efficiency, the president issued strict instructions for reducing energy waste across regions and sectors.
