The United Nations Development Programme (UNDP) is providing support to Kyrgyzstan in its efforts to promote access to information. This initiative involves offering expert and methodological assistance to the Ministry of Justice, which is conducting a series of trainings on the "Right of Access to Information - New Version of the Law."
These trainings are aimed at educating staff from various government bodies, including ministries and agencies, the Supreme Court, the Ombudsman Institute, the Presidential Administration, and the Jogorku Kenesh. The focus is on understanding the key innovations of the new law and how to apply them effectively.
The president of the Kyrgyz Republic signed the law on the right of access to information on December 29, 2023. This law, set to take effect on July 12, 2024, is part of a comprehensive review of the country's legislation to ensure every citizen's right to access information held by designated holders. The law aims to maximize transparency and openness in-state activities.
Key innovations of the law include:
- An exhaustive list of information that cannot be restricted from public access.
- An alternative procedure for appealing refusals is to provide information.
- Establishing liability for violations of the law to guarantee the right of access to information.
Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic, highlighted the importance of this initiative by the Ministry of Justice:
"Access to information is key to democratic governance and sustainable development. This initiative contributes to building effective and inclusive public institutions, strengthening trust between citizens and the state through transparency and accountability, and plays an important role in achieving the Sustainable Development Goals."
