Uzbekistan has adopted a new law aimed at reducing its greenhouse gas emissions and advancing the country’s climate goals. President Shavkat Mirziyoyev recently signed a law on limiting greenhouse gas emissions, which will take effect in six months.
The law lays out the foundational principles of Uzbekistan’s national climate policy. These include maintaining sustainable economic growth while cutting emissions, expanding renewable energy use, fulfilling international climate commitments, and ensuring transparency in emissions reporting. A scientific and systematic approach to climate action will guide implementation.
One of the key features of the new law is the creation of a national carbon registry. This system will officially track all emission reductions and provide a transparent mechanism for verifying green projects across the country.
Legal entities, entrepreneurs, and citizens are granted the right to propose and implement emissions-reduction or climate adaptation projects, with verified results formally recognized by the state.
The Cabinet of Ministers has been instructed to establish a comprehensive framework of state support for such initiatives. This includes defining selection criteria for green projects, setting up evaluation processes, and creating a procedure for verifying carbon units.
Revenue generated from domestic carbon credit trading will be allocated toward environmental priorities such as climate adaptation, circular economy development, and improved waste management systems.
