According to Ibragimov, about 25,000 students under the age of 30 obtain IT education in Uzbekistan each year.
In turn, German Ambassador, Tilo Klinner, expressed interest in implementing training programs for Uzbek IT specialists to solve the shortage of personnel in both countries.
As part of the diologue of cooperation between the German Chamber of Commerce and Industry and IT Park, the following programs were proposed:
- soft landing program for Uzbek companies, allowing to enter the German market;
- OSS (One Stop Shop) program for German companies;
- acceleration program for start-ups and residents wishing to expand their activities to the German market;

Earlier in May of 2023, Shavkat Mirziyoyev approved a list of measures to expand the coverage of digital services and accelerate digital transformation. The presidential decree, published on Lex.uz, states that computer animators and designers could be residents of the IT Park and marketplaces would be allowed to sell their goods at retail price under customs regulations of a free warehouse.
The customs regime in which foreign goods are placed and used in specialized rooms (places) recognized as free warehouses without being charged customs duties or taxes and without having non-tariff regulatory measures applied to them, except for requirements regarding the safety of goods, is referred to as the free warehouse regime.
The initiatives were intended to provide favourable conditions for the population's and enterprises' access to digital services. They were expected to boost the business climate in the IT sector and to decrease bureaucratic procedures.
Approved activities for IT Park residents include computer design, animation, multimedia product creation, venture funding of IT enterprises, and acceleration programs.
