Deputy Minister of Energy of Uzbekistan, Sherzod Khojayev announced that it was necessary to start preparations for the autumn-winter season of 2023 now, at the meeting of the Legislative Chamber of the Oliy Majlis held on December 22.
Khojayev blames the summertime preparations for the autumn-winter season energy crisis.
"We have to start preparing for next year's autumn-winter season now. One of the mistakes we have made over the years is that we start preparing for autumn and winter in the warm season. As a result, it will not be possible to provide the social sphere facilities with coal and stable operation of the heating system, stable operation of electricity and gas supply systems.
After studying the problems of social sphere objects in the current autumn-winter season, a special program will be developed for preparation for the autumn-winter season next year. Unfortunately, 518,000 tons of coal had been used by November 1, 2022 and we witnessed many problems in heating buildings by burning the stock. That's why we will start preparations for next year's autumn-winter season now.
Another important point is that liquefied the gas and local coal supply systems are not unified. Here, some obligations are imposed from the point of view of volume. At the same time, the retail prices of supplied liquefied gas and coal are much cheaper than the wholesale prices that we can see on the stock exchange today. These are regulated prices," said the deputy minister.
Deputy Minister of Finance Ahadbek Haydarov noted that in 2022, 770 billion soums have been allocated from regional budgets for the preparation of social sector facilities for the autumn-winter season.
"From this, 550 billion soums are planned for system maintenance. 187 billion soums have been allocated for the direct purchase of coal," he said.
"A total of 862 billion soums will be allocated from local budgets for these activities next year. This includes funds for the repair or replacement of boiler rooms in schools and kindergartens. For example, about 34 billion soums were allocated for such repair work in 2022, and about 50 billion soums will be allocated next year. First of all, coal will be delivered to social facilities," Haydarov added.
