The Ministry of Energy and Water Resources of Tajikistan is expecting official confirmation of financing for the Rogun hydroelectric power station from international financial organizations and foreign development agencies in the coming month. This announcement was made by Minister of Energy Daler Juma at a press conference on July 25.
Financing and Approval Process
Minister Daler Juma provided an update on the financing status of the Rogun project. According to the minister, most sources of financing have already been identified, and all development partners accredited in Tajikistan are involved in the project. Each partner has its own approval procedures that must be followed, which is contributing to the length of the approval process.
The Saudi Fund for Development and the Asian Development Bank have confirmed their commitment to financing the project with a total of $250mn. The approval process for additional funding is ongoing, with official confirmation from other partners expected within the next month.
Construction Progress
Contrary to some rumors about potential delays due to a lack of funding, Minister Juma assured that construction of the Rogun hydroelectric power station is proceeding on schedule and, in fact, has been accelerated. The project is a key component of Tajikistan's strategy to enhance its energy infrastructure.
The total estimated cost for the Rogun project is at least $6.2bn. Recently, the Board of Directors of the Islamic Development Bank approved an allocation of $150mn for Lot 4, which includes the construction of left-bank structures.
For the year 2024, the Tajik government plans to allocate 5 bn somoni (approximately $456mn) for the Rogun project. This amount includes 2.2 bn somoni ($208mn) from external financing sources, with the remainder covered by domestic sources.
