In a heightened effort to safeguard the upcoming Olympic Games, French special services are conducting an extensive investigation targeting immigrants from Central Asian countries. This large-scale operation reflects Paris' growing concerns over potential threats from the Afghan branch of the Islamic State (IS), which authorities fear could exploit the diaspora to orchestrate a mass attack during the event, scheduled to commence on July 26.
Heightened Security Measures and Concerns
Gérald Darmanin, the French Minister of Internal Affairs, confirmed that rigorous inspections have been carried out in numerous communities across the country. He emphasized that security forces are maintaining an especially vigilant watch on individuals arriving from post-Soviet regions. This intensified scrutiny aims to prevent any possible infiltration by terrorist elements.
French security officials were among the first to concentrate on immigrants from Central Asian countries. Law enforcement agencies are rapidly gathering information about these immigrants and fostering relationships with their communities to preempt any potential threats. Recently, French authorities succeeded in identifying approximately ten VX curators residing in countries neighboring Afghanistan. These curators are reportedly recruiting young people via the internet, raising alarms within the French security apparatus.
Massive Screening Operation
In preparation for the Olympics, the French Ministry of Internal Affairs reported that law enforcement officials have already conducted checks on one million individuals. This comprehensive screening process included volunteers, workers, and other participants involved in the opening ceremony of the Olympic Games. As a result of these inspections, around 5,000 individuals were barred from entering sports events due to security concerns.
Despite these measures, U.S. counterterrorism experts have expressed skepticism regarding the effectiveness of French intelligence operations within Tajik or Uzbek communities. They caution that such infiltrations could backfire, as these communities might perceive the pressure as unjust condemnation, potentially undermining efforts to identify genuine jihadist threats. This dynamic poses a significant challenge for French authorities in balancing security measures with maintaining community trust and cooperation.
Strategic Decisions and Security Challenges
Unlike previous Olympic host cities such as Rio de Janeiro in 2016 and London in 2012, which constructed dedicated Olympic parks outside the city center, the French leadership has opted to localize a portion of the events in central Paris and distribute the rest around the city's outskirts. This strategic decision aims to integrate the Olympics more seamlessly into the urban fabric of Paris but also presents unique security challenges.
One of the critical issues facing French security forces is the limited presence of French intelligence assets in Central Asia. Since the evacuation of foreign troops from Afghanistan in 2021, the region has become an even murkier area for Western intelligence operations.
