On May 31, reports emerged that U.S. President Joe Biden had secretly authorized Ukraine to use American weapons to shell Russian territory. This information was reported by Reuters, citing sources within the White House. However, this claim has not been officially confirmed. Previously, 11 European countries permitted Ukraine to strike targets on Russian territory using weapons supplied to Ukraine. The question now is, how will Russia respond to this Western initiative?
Daryo spoke to economic analyst Shukhrat Rasul and political analyst Oybek Sirojov on this topic.
Shukhrat Rasul said that the reason why the West came to such a decision was the beginning of nuclear exercises by Russia.
"Since the beginning of May, the Russian army has launched an offensive towards Kharkiv. Reports indicate that Russian generals planned to capture the city by May 9. The current fighting in Kharkiv is a result of this plan. However, the situation escalated further when the Russian president ordered tactical nuclear exercises, intensifying the conflict. In response, 11 Western countries have authorized Ukraine to use the weapons provided to strike targets inside Russia," the economic analyst stated.
However, political analyst Oybek Sirjov takes a different approach to the issue and said Russia's attack on Kharkiv was carried out to create a buffer zone.
"Kharkiv is a city located very close to Russia. Ukraine has repeatedly attacked the Russian city of Belgorod through Kharkiv. Consequently, a new front was opened in the Kharkiv area. Russia's objective is not to occupy Kharkiv but to establish a buffer zone for its security. In this conflict, territorial acquisition is not the primary goal. The main objective is mutual attrition. This fight is essentially between the West and Russia."
The opening of a new front in Kharkiv will constrain some of Ukraine's actions. Why has Ukraine periodically attacked the Russian city of Belgorod? These attacks do not offer any significant military advantage. Instead, they aim to damage Russia's political reputation and increase domestic discontent with the war.
Analyzing potential targets within Russia that Ukraine might strike with Western-supplied weapons reveals that Ukraine was previously prohibited from using these weapons to attack beyond pre-1991 borders, including inside Russia. This restriction was supported by several U.S. politicians. However, this stance has changed, as the West has now permitted such actions to create instability within Russia. The course of the war is heavily influenced by activities occurring behind the front lines," the political scientist explained.
Oybek Sirojov also raised the question of why the Joe Biden administration did not dare to attack Ukraine with the use of American weapons on the territory of Russia.
"The United States has a unique responsibility as a nuclear-armed state. Given President Joe Biden's political background, he was directly involved in nuclear arms reduction programs between the United States and the Soviet Union in the 1970s. Biden has firsthand experience with Russia's nuclear capabilities and the power of nuclear weapons. From this perspective, he fully understands the consequences of nuclear destruction. This is why the U.S. is exercising caution on this issue," Oybek Sirojov stated.
