The President of Uzbekistan signed a decree on January 9, introducing reforms to simplify the submission of reports and statistical data by business entities. The Ministry of Justice has reported that these changes, effective from 2024, mark a crucial step in reducing administrative burdens on businesses.
Decree Highlights
The decree focuses on eliminating redundancies in reporting requirements, specifically targeting eight types of mutually duplicated reports and statistical data that government bodies can obtain from each other. This strategic move aims to enhance efficiency and reduce the reporting burden on businesses.
To further streamline the reporting process, the resolution also approves the Unified List of Reports and Statistical Data that business entities are required to submit to government bodies. This consolidation aims to simplify the reporting landscape, making it more accessible and less time-consuming for businesses.
Transition to Information Systems
An essential aspect of the reform is the requirement that reports are now to be provided exclusively through information systems. This digitization initiative aligns with global trends in modernizing administrative processes, bringing efficiency and accuracy to the reporting mechanism.
Introduction of Unified Reporting System
A pivotal component of the reform is the introduction of a Unified Reporting System, scheduled to be in place before January 1, 2026. This system will facilitate the formation and submission of reports to government bodies through the "personal account of a business entity." The phased implementation is as follows:
- Starting January 1, 2026, reporting is voluntary for all business entities.
- From January 1, 2027, small and medium-sized businesses are mandated to submit reports.
- From January 1, 2028, mandatory reporting extends to all business entities.
License and Permit Cancellations
As of March 1, 2024, seven permits will be completely abolished, 12 will be canceled through merging, and three will be replaced by notification procedures.
Earlier Daryo reported that President Shavkat Mirziyoyev of Uzbekistan recently examined a presentation detailing the progress of trade and tourism infrastructure development, with a specific emphasis on harnessing the nation's tourism capabilities. These projects are geared towards expanding guest accommodation options, aligning with directives set forth by the President in a December 2023 meeting.
