The government of Uzbekistan has adopted a decision "On measures to simplify the requirements for the construction industry and systematize documents of technical regulation" that envisions simplifying the requirements for the construction industry and revamping urban planning rules.
Effectively from January 1, 2023:
- Value of the construction-assembly, reconstruction and perfect repair works carried out within the framework of the Law "On State Procurement" in the project-estimate documents is formed on the basis of the estimate-resource norms;
- Estimate-resource norms for business entities financing construction-installation, reconstruction and perfect repair work from their own funds will have a recommendatory nature;
- Construction regulations and estimate-resource norms are technically not included in the normative documents in the field of regulation and their legal examination is not required;
- Norms and rules of urban planning are reviewed at least every 3-4 years and updated as necessary.
In addition, standards for construction materials and equipment are accepted only by the Ministry of Construction. Relevant parts of the projects developed on the basis of foreign regulatory documents approved at the same time as the national normative documents in the field of urban development and examined in foreign countries are recognized directly.
