The Cabinet of Ministers in Uzbekistan issued a resolution, outlining the creation of a comprehensive rating system for companies engaged in passenger transportation. The official document, now available in the Lex.uz database, is expected to foster healthy competition, support reliable carriers, and contribute to the overall development of the transport industry in the country.
The rating system, set to launch on February 1, will assign scores to participating companies on a 100-point scale. Several key criteria will be taken into account to evaluate the performance and reliability of these transportation entities. These criteria include:
Duration of Company Operation: The longevity of a company's operation in the passenger transportation sector will be considered.
Rolling Stock: The presence of all vehicles in the company's fleet, reflected in its balance sheet.
Average Age of Vehicle Fleet: The age distribution of the vehicles in the company's fleet, indicating the overall condition and modernization efforts.
Share of Electric Vehicles: An assessment of the proportion of electric vehicles within the company's overall fleet, reflecting a commitment to sustainable practices.
Digitalization: The utilization of automated dispatch and payment systems, emphasizing the integration of modern technologies.
Driver Health Measures: Compliance with regular medical examinations for drivers, ensuring their fitness for duty.
Offenses-to-Fleet Size Ratio: Evaluating the number of offenses in relation to the size of the company's vehicle fleet, promoting safety and adherence to regulations.
To ensure accurate and timely data collection, the rating system will leverage the Uztrans platform, which will receive quarterly updates from road traffic information systems managed by the Ministry of Internal Affairs, the Ministry of Health, and the Cadastral Agency. The Ministry of Transport plans to publish carrier ratings by the 10th day of each month following the end of the quarter.
The rating system is set to operate in a test mode until the conclusion of 2024, allowing for refinements and adjustments based on real-world feedback and experiences.
Earlier Daryo reported that starting January 1, 2024, Uzbekistan will implement a new law mandating that all motorcycle and moped operators must possess a category 'A' license. This regulation pertains to vehicles altered for highway use, encompassing mopeds, quad bikes, tricycles, and scooters.
The Department of Road Safety has emphasized that this legislative modification aims to enhance road safety and mitigate potential accidents resulting from inadequate handling of mopeds and motorcycles. This initiative is a response to the significant road safety challenges faced by Uzbekistan, as reflected in World Health Organization data indicating 2,356 fatalities and 9,606 injuries on its roads in 2022.
