Uzbekistan will develop a new urban area, New Jizzakh city, between Jizzakh city and Sharof Rashidov district under a presidential decree signed on January 30. The project is part of broader plans to improve infrastructure, strengthen the business environment, and expand the region’s economic and tourism potential.

The decree sets socio-economic targets for Jizzakh region for 2026–2027, including average annual growth of 8.5% in gross regional product, 7.8% in industrial output, 13.2% in market services, and 4.6% in agricultural production. Authorities also aim to reduce unemployment to 3% and poverty to 2.8% in 2026, with Jizzakh city and several districts designated to become areas free from unemployment and poverty.

As part of the plan, New Jizzakh city will be located on 40 hectares of vacant land between Jizzakh city and Sharof Rashidov district. The project sets out the construction of 50 multi-storey residential buildings comprising 1,200 apartments.

The decree also outlines sectoral development measures across the region. In Baxmal, Gʻallaorol, Zomin, Forish and other districts, 5,000 hectares of old orchards and vineyards in 57 specialised neighbourhoods will be renewed. Five entrepreneurship centres are to be established across 40 neighbourhoods in Sharof Rashidov, Do‘stlik, Gʻallaorol, Arnasoy and Zafarobod districts.

Earlier plans indicated that Jizzakh city and Sharof Rashidov district will be developed as a single agglomeration. The proposed master plan includes a 10-km ring road to reduce congestion, a unified public transport system linking the city and district, and the construction of a single administrative complex to consolidate public institutions.

Jizzakh has been selected as a pilot region for accelerated development, with about $2.7bn in planned industrial investment for 2026–2027 and a $5bn foreign investment target over the same period. Official data also show Jizzakh recorded the country’s lowest annual inflation rate in December 2025 at 6.7%, below the national average.
