A new two-year development model based on mahalla specialization will be introduced in the Jizzakh region, following a review meeting chaired by President Shavkat Mirziyoyev on January 30.
The comparative advantages of 304 mahallas have been analyzed, and a specialization program has been developed covering horticulture, livestock breeding, vegetable and melon growing, industry, services, and tourism. The program includes planting certified seedlings on 5,000 hectares of old orchards and vineyards, establishing 4,600 hectares of industrial plantations, cultivating export-oriented crops on 10,000 hectares of private and leased land, and increasing livestock numbers by 101,000 head.
Plans also include creating five micro-industrial centers, constructing six large tourist complexes, and developing parks and landscaped public spaces in each district center. To support these initiatives, UZS 200bn (over $16.3mn) will be allocated this year for infrastructure linked to key development projects.
Major industrial investment projects worth $2.7bn are planned for 2026–2027. Officials also emphasized the need for more efficient use of regional deposits of lead, zinc, tungsten, gold, and other non-metallic minerals.
The meeting reviewed plans to establish an agro-scientific industrial park in the Zaamin district focused on corn processing and the production of high value-added products, including high-fructose syrup and allulose. Additional measures are planned to develop livestock farming, expand camel breeding, purchase breeding stock, and reconstruct the Zhaiyilma Canal.
Tourism development was also discussed, with attention given to the underutilized potential of the Aydar-Arnasai lake system and the Bakhmal, Farish, Zafarabad, Sharaf-Rashidov, and Gallyaaral districts. Proposals include building tourist complexes, expanding Arnasai Airport, and developing trade and service facilities along international highways.
Infrastructure investment plans include allocating $30mn this year and an additional $10mn next year to build and repair social facilities, roads, drinking water systems, sewerage networks, and power grids in mahallas. Urban development plans will also be prepared for several districts, while the city of Jizzakh and Sharaf-Rashidov district will be developed as a single agglomeration with a unified transport system and shared administrative infrastructure.
