Uzbekistan has approved new criteria defining organizations of public importance, easing financial reporting requirements for large entities with significant social and economic impact, according to the Ministry of Justice.
The regulation, registered on December 27, 2025, sets out classification criteria, audit and reporting requirements, and rules for maintaining a dedicated registry. Under the new framework, large commercial organizations will face eased requirements for submitting annual financial statements in line with International Financial Reporting Standards (IFRS).
Organizations classified as being of public importance include companies whose shares are publicly traded, commercial and microfinance banks, microfinance and factoring institutions, mortgage refinancing and guarantee organizations, payment system operators and payment service providers.
The list also covers investment funds, stock exchanges, and state-owned enterprises whose balance-sheet assets exceed 1mn times the base calculation amount (BCA), and whose combined annual net revenue from goods and services and dividend income also surpass this threshold.
In addition, organizations that over the past two years have reported balance-sheet assets or annual net revenue of at least 1mn times the BCA and employ an average of no fewer than 500 people will also fall under this category.
All qualifying entities will be included in a public register maintained by the Ministry of Economy and Finance and published annually by July 1 on the government and Open Data portals.
