President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation focused on enhancing mechanisms for protecting the constitutional rights of citizens and entrepreneurs and advancing the digitalization of the Constitutional Court’s activities, on December 17. The review was part of ongoing efforts to improve the efficiency and accessibility of the country’s highest constitutional body, which is marking its 30th anniversary this year.
The presentation highlighted that several measures have already been implemented to strengthen the Constitutional Court. In 2021, a revised edition of the Law on the Constitutional Court was adopted, establishing a functional system of constitutional control. However, officials noted that further reforms are necessary to ensure the full execution of the Court’s powers and to improve the protection of constitutional rights.
Key proposals discussed during the presentation include increasing the effectiveness of recommendations and proposals submitted annually by the Constitutional Court to reinforce constitutional legitimacy in Uzbekistan. The procedures for considering appeals from citizens and entrepreneurs will be optimized to reduce bureaucratic delays. Additionally, a new procedure is proposed for reviewing judicial acts when a law applied in a case is found to conflict with the Constitution, aiming to enhance the institution of constitutional complaints and improve judicial protection for applicants.
The presentation also addressed the digitalization of the Court’s operations. Plans include enabling remote online participation in hearings, broadcasting court proceedings via the Internet, and establishing electronic information exchange channels between ministries and government agencies.
International cooperation was another focus of the discussion. Measures are planned to enhance the Constitutional Court’s profile globally and strengthen collaboration with foreign constitutional courts. As part of the Court’s chairmanship of the Association of Asian Constitutional Courts, a number of international events are scheduled to take place in Uzbekistan and abroad.
Other issues reviewed include improving access to economic and administrative courts for citizens and entrepreneurs. An initiative was proposed to address extraterritorial jurisdiction challenges through the use of an automated information system, facilitating easier access to justice.
President Mirziyoyev supported the proposals and instructed officials to implement them in a systematic and high-quality manner. The measures aim to modernize the Constitutional Court, increase its efficiency, and expand both domestic and international engagement.
