Uzbekistan will establish a new Chamber of Court Administrators bringing together all court-appointed insolvency managers under a unified self-governing system, according to a presidential decree signed on May 6.
The new body will be created on the basis of the Uzbekistan Association of Court Administrators and will operate through regional branches in Karakalpakstan, all regions and Tashkent.
Court administrators — including temporary, rehabilitation, external, liquidation and financial administrators — are individuals appointed by courts to oversee insolvency and bankruptcy procedures.
Under the decree, starting from July 1, 2026, the Chamber of Court Administrators, the Institute for Retraining and Advanced Training of Legal Personnel and other qualified educational institutions will receive the right to train court administrators.
The chamber will also be authorised to suspend or terminate membership of court administrators and petition courts to release them from their duties if necessary.
In cases where court administrators fail to properly perform their responsibilities, courts will be allowed to reduce their remuneration based on decisions adopted by creditors’ meetings.
The reforms additionally introduce a new KPI-based compensation model dividing payments into fixed and performance-related components. Performance-linked payments will depend on results achieved under approved financial rehabilitation plans.
Under the updated system, if creditors or authorised agencies fail to nominate a rehabilitation administrator candidate, courts will be able to appoint administrators selected by the chamber through a dedicated electronic platform.
The decree comes as Uzbekistan continues broader reforms of its insolvency and financial recovery system aimed at improving the rehabilitation of financially distressed businesses.
Earlier in April, President Shavkat Mirziyoyev reviewed new approaches focused on improving the insolvency framework and restoring financially struggling enterprises, during which the work of court administrators was criticized.
Authorities noted repeated violations of procedural deadlines, issuance of unfounded conclusions and insufficient mechanisms for identifying signs of fraudulent bankruptcy cases in a timely manner.
Officials previously said the new chamber would coordinate the activities of court administrators, organize professional training and qualification upgrades, monitor compliance with legislation and professional ethics, and protect the legal rights and interests of specialists in the sector.
