Ramzan Kadyrov, the head of Chechnya, has stated that in order to prevent unauthorized public disturbances, law enforcement should use lethal force against individuals who do not heed warning shots.
As per the information from RIA Novosti, Kadyrov made these remarks during a meeting at the republic's government, attended by representatives of the Ministry of Internal Affairs and the National Guard:
"Apprehend and detain anyone participating in an unauthorized protest. Alternatively, fire three warning shots into the air, and if the individual does not comply with the law, fire a fourth shot at the forehead. They won't return. This is my directive."
RIA Novosti did not specify the exact nature of the "unauthorized protests" referred to by Kadyrov. However, it reminded that the Chechen leader had previously claimed to have successfully prevented a provocation similar to the incident at Makhachkala airport in the republic.
On the evening of October 29, hundreds of people gathered at Makhachkala airport in Dagestan upon hearing news of the arrival of a plane carrying "Israeli refugees" from Tel Aviv. Rioters clashed with police officers, detained, and questioned passengers. The Ministry of Internal Affairs reported that approximately 150 individuals involved in the disturbance were identified, with 83 of them taken into custody.
