Uzbekistan discloses largest recipients of $14.8bn in state tax breaks

Uzbekistan granted a total of UZS 178.1 trillion (around $14.78bn) in tax and customs incentives in 2025, according to an analysis by the Anti-Corruption Agency of Uzbekistan.

Of the total, UZS 119 trillion (about $9.88bn) accounted for tax incentives, while UZS 59.1 trillion (approximately $4.91bn) came from customs exemptions.

Among companies, Uzbekistan GTL was the largest recipient of tax benefits, receiving UZS 2.8 trillion (around $232.4mn). It was followed by Uzbekistan Airways with UZS 2.4 trillion (about $199.2mn).

Other major beneficiaries included Uzbekneftegaz with UZS 1.7 trillion (around $141.1mn) and Uzbekistan Railways with UZS 1.1 trillion (about $91.3mn).

Additional companies benefiting from significant tax incentives included UzAuto Motors (around $74.6mn), Asia Trans Gas ($71.4mn), and Luxury Diamond ($67.4mn). The list also featured My Freighter ($54.8mn), Solutions Lab ($54.0mn), and the Unified National Processing Center of Uzbekistan ($45.0mn).

In terms of customs incentives, UzGasTrade led with UZS 2.1 trillion ($174.3mn). It was followed by RWS Optimum with $116.2mn, and Enter Engineering with $91.3mn.

Other notable recipients included First Fruits ($79.3mn), Tebinbulak Mechanization Service ($61.3mn), and My Freighter ($53.5mn), along with Trest 12 ($43.1mn), Gorilla Energy ($34.4mn), and Azia Metall Prof ($32.5mn).

Among foreign legal entities operating in Uzbekistan, the largest customs benefits were recorded by Enter Engineering projects, including TES and Karaozek, totaling UZS 1.1 trillion (about $91.3mn). Additional projects such as Baysun GPP ($26.7mn) and Al Bukhari ($22.1mn) also received significant exemptions.

The agency’s disclosure aims to increase transparency around the use of state-provided incentives and ensure accountability in their allocation.

Earlier reforms introduced new tax benefits for certain sectors. From May 2025, poultry producers were exempted from land tax until 2030, while children’s health camps under the trade union system were granted exemptions from several taxes until 2027.
