The heads of justice departments from Azerbaijan, Kyrgyzstan, Turkey, and Uzbekistan, along with the Secretary General of the Organization of Turkic States (OTS), signed a Joint Communique following the Second Meeting on justice cooperation on November 20.
In order to continue institutional dialogue in a more systematic manner, a mutual decision was also made to hold the next Council meeting in the Republic of Turkey. The Council was attended by the Ministers of Justice of Uzbekistan, Azerbaijan, Turkey, and Kyrgyzstan, as well as the Secretary General of the OTS.
Within the framework of the Council, the parties exchanged views on the implementation of the Astana Declaration adopted at the first meeting held in Astana on September 2024, paying particular attention to the digitalization of justice institutions. In his speech, the Minister highlighted key reforms in the digital transformation of the justice system, improving the efficiency of legal services, and introducing modern technologies.
A series of bilateral meetings also took place within the meeting. In particular, meetings were held between the Minister of Justice of Azerbaijan, Farid Ahmedov, the Minister of Justice of Turkey, Yilmaz Tunch, and the Minister of Justice of Uzbekistan, Akbar Tashkulov. During the negotiations, the current status and prospects of cooperation in areas such as digitalization, legal assistance in civil cases, enforcement proceedings, and forensic services were discussed.
The parties expressed their readiness to continue constructive dialogue and practical interaction in the spirit of mutual interest, friendship, and partnership. This meeting once again confirmed the growing geopolitical importance of the Turkic states in the context of global changes and demonstrated that the OTS is becoming a center of political stability, legal harmonization, and digital integration.
At the end of the Council, it was agreed to hold the next meeting in 2026 in the Republic of Turkey.
