Kazakhstan has designated the Zhambyl district in the Almaty region as the site for its first nuclear power plant (NPP), according to Tengrinews citing a government resolution that has now come into force.

The decision to construct the NPP in this location was made on December 30, 2024, and was formally announced on February 25, 2025. The move aligns with President Kassym-Jomart Tokayev’s directive to accelerate nuclear power development in the country. The Ministry of Energy has emphasized the need for at least three nuclear power plants to meet Kazakhstan's growing energy demands.
The decision follows a nationwide referendum held on October 6, 2024, in which 71.12% of voters supported the NPP construction, with a turnout of 63.66%. Despite public backing, environmental groups have raised concerns about potential risks to Lake Balkhash. Additionally, political analysts warn that if Russia becomes the primary contractor, Kazakhstan’s energy dependence on Moscow could deepen.
Supplier Selection and Next Steps
Additionally, Kazakhstan has completed initial discussions with potential technology suppliers for the NPP. The Interdepartmental Commission for the Development of the Nuclear Industry convened on February 25 to assess proposals from global reactor manufacturers. Companies under consideration include:
- China National Nuclear Corporation (CNNC) (China) – HPR-1000 reactor
- Rosatom (Russia) – VVER-1200 reactor
- Korea Hydro & Nuclear Power (KHNP) (South Korea) – APR-1000, APR-1400 reactors
- EDF (France) – EPR1200 reactor
The government is conducting a comprehensive review of reactor technologies, focusing on safety, reliability, and environmental impact. Officials estimate that the construction of the first nuclear power plant could take approximately eight years. The final selection of the technology provider will be made based on national interests and strategic considerations.
