Alibaba Cloud (Singapore) Private Limited officially registered as a value-added tax (VAT) payer for electronic services provided in Uzbekistan on January 28. The registration was completed through the VAT office on tax.uz, according to the Tax Committee.
As per Uzbekistan’s regulations, foreign companies that offer electronic services to individuals within the country are required to pay VAT. Alibaba Cloud's registration marks a significant step, as it becomes the second foreign tech giant to register for VAT in Uzbekistan this year, following the Swiss eBay Marketplace GmbH.
Currently, 65 foreign companies are registered as VAT payers in Uzbekistan. In 2024, six new companies joined the list, including the Irish division of the Etsy marketplace.

In 2024, foreign IT companies paid a total of UZS 115.8bn ($8.96mn) in taxes to Uzbekistan, with Meta leading the payments at UZS 41.7bn ($3.2mn), followed by Google at nearly UZS 29bn ($2.2mn) and Apple at UZS 27bn ($2mn) taxes.
TikTok made an unexpected appearance in the top 10, paying UZS 903mn ($69,711) in taxes in 2024, despite its restricted access in Uzbekistan.
The Tax Committee also emphasized that the registration is in line with Uzbekistan’s law, which requires foreign entities providing electronic services to individuals to pay VAT on their revenues generated in the country.
