Year to date, over 804,000 people found employment in Kazakhstan, including 200,000 young individuals, according to a report presented to President Kassym-Jomart Tokayev by Minister of Labor and Social Protection of the Population Svetlana Zhakupova.
During their meeting, the Minister outlined key developments and strategies aimed at improving the country’s social and labor policies. These include efforts to enhance targeted social assistance and ensure the efficiency of support systems to better serve citizens.
Alongside the employment achievements, nearly 9,000 citizens—comprising persons with disabilities and parents of children with special needs—received grants to develop business ideas. These initiatives reflect the government’s commitment to fostering inclusive economic participation.
From January 1, 2025, Kazakhstan will introduce a licensing model with per capita financing for Centers for the Provision of Special Social Services. To support this transition, professional standards and training modules have been developed. This change aligns with the Concept of Inclusive Policy until 2030, which emphasizes a shift to a social and human rights-based approach to disability support.
The president was also briefed on the Innovative Project Navigator, a digital platform designed to enhance the efficiency of public investment and ensure robust project planning. Currently, the system tracks 755 investment projects worth KZT 33 trillion ($66bn), with plans to create approximately 150,000 jobs as part of these projects. The platform also identifies and eliminates unreliable suppliers lacking necessary labor resources.
Additionally, the Digital Map of Labor Risks was introduced, which helps address potential labor conflicts before they arise.
President Tokayev commended the progress made in the social and labor sector and highlighted the need to further refine policies to meet national goals. He provided specific instructions to enhance the effectiveness of measures in these areas, ensuring continued support for employment and social development.
