Several decisions were reached concerning customs regulations, taxation, and pharmaceutical procedures within the Eurasian Economic Union (EAEU), at a recent session of the Council of the Eurasian Economic Commission (EEC) convened in Moscow on May 29. Led by Deputy Prime Minister Serik Zhumangarin, the Kazakhstani delegation played a pivotal role in shaping these resolutions.
One of the key determinations made during the session was the establishment of a new indicative excise tax rate for filter cigarettes, applicable throughout the EAEU member states for the year 2029. The approved rate stands at €45 per 1,000 pieces, equivalent to over KZT 21,000. This figure represents an increase from the previous indicative rate set in 2019, which was €35, or more than KZT 16,000.
However, to accommodate potential variations, a permissible deviation range of up to 20% has been set, allowing for actual rates to fall between €36 and €54, or approximately KZT 17,000 to over KZT 25,000 per 1,000 cigarettes. This indicative rate serves as a guideline for both EAEU government agencies responsible for setting excise tax rates and tobacco product manufacturers operating within the union.
Additionally, amendments to the Rules for the registration and examination of medicinal products for medical use were approved by the EEC Council. These modifications are aimed at streamlining administrative procedures involved in the evaluation and registration process of medicinal products.
By optimizing these processes, the regulatory framework seeks to enhance efficiency and reduce bureaucratic hurdles for pharmaceutical companies seeking approval for their products within the EAEU market.
Furthermore, the session addressed the customs procedures governing the movement of sports equipment and apparatus intended for official international sporting events across the EAEU's borders.
A special customs procedure with preferential conditions will be applied to facilitate the import and export of such equipment. This initiative is anticipated to alleviate administrative burdens and financial costs for organizers and participants of international sports events within the EAEU region.
