The President of the Kyrgyz Republic, Sadyr Japarov, expressed his optimism about the future of the Organization of Turkic States (OTS) during the tenth summit of OTS member countries, held in Astana, Kazakhstan. President Japarov emphasized the growing strength of the organization and its potential to become a significant regional association based on historical, cultural, and spiritual ties.
The summit, attended by the leaders of the Member States of the OTS - Azerbaijan, Kazakhstan, Turkey, and Uzbekistan, as well as the heads of observation states Hungary and Turkmenistan, marked a significant milestone for the organization as it reflected on a decade of collaboration.
In his welcoming address, President Japarov praised the results achieved during Uzbekistan's chairmanship, acknowledging their efforts in promoting the OTS's agenda and fostering cooperation across various sectors. He highlighted the need for collective action in the face of ongoing global crises and changes and underscored the importance of advancing collaboration based on the "Visions of the Turkic World - 2040" and the five-year "Strategy for the Organization of the Turkic States."
President Japarov further stressed that key areas of cooperation were covered by the Astana Act and the summit's final declaration, which laid out the organization's future tasks. He affirmed the Kyrgyz Republic's commitment to fulfilling these objectives.
The theme of this year's summit, "Turktime," was significant for Kyrgyzstan, which places a high priority on multifaceted and mutually beneficial cooperation within the organization. The president emphasized the alignment of Turkic cooperation goals with the Kyrgyz Republic's economic policies and proposed enhanced collaboration to strengthen economic potential and promote sustainable development among Turkic nations.
President Japarov highlighted the creation of the Turkic Investment Fund as a vital step, particularly in a period of structural changes, and he stressed the importance of maintaining and expanding financial market tools for business needs.
Another crucial area of cooperation emphasized by President Japarov was digital transformation. He shared Kyrgyzstan's achievements in high-tech parks and creative industries, proposing the organization of a digital forum of OTS Member States in Kyrgyzstan in 2024.
The president also unveiled a business agenda through 2026, focusing on entrepreneurship support, reducing the shadow economy, improving international ratings, optimizing tax administration, and protecting entrepreneurs' rights and interests.
Regarding the significance of digital technologies in the modern world, President Japarov highlighted the role of postal services in ensuring communication and facilitating the exchange of messages, parcel transportation, and money transfers. He proposed initiating cooperation between the postal operators of the Member States to develop postal tariffs.
In addition to economic cooperation, President Japarov underscored the importance of creating favorable conditions for Turkic manufacturers and entrepreneurs to collaborate and strengthen ties between various Turkic organizations of cooperation, such as Tourx, the Turkic Academy, and the Turkic Culture and Heritage Fund. He emphasized the need to activate work in the tourism industry and proposed declaring the city of Jalal-Abad as the tourist capital of the Turkic world in 2025, given its historical significance on the Great Silk Road.
Concluding his speech, President Sadyr Japarov extended an invitation to host the next OTS summit in the Kyrgyz Republic in 2024. He reaffirmed the Kyrgyz Republic's dedication to the development and growth of the organization, fostering friendly and neighborly relations among Turkic countries.
