Chairman of the Central Election Commission Zayniddin Nizomkhojayev announced the preliminary results of the referendum held in Uzbekistan on April 30.
According to them, 15 040 055 people (about 90.21%) out of 19 722 809 citizens voted in favor, and 1.5mn voted against whether to accept the Constitutional Law on the Constitution in the referendum. Some 0.49% of the ballots were found invalid.
According to Article 38 of the Law "On the Referendum of the Republic of Uzbekistan", if more than half of the citizens who participated in the voting vote in favor, the decision is considered to have been adopted in the referendum.
"In this regard, based on preliminary information, there is every reason to say that the Constitutional Law of the Republic of Uzbekistan "On the Constitution of the Republic of Uzbekistan" was adopted by the people of the Republic of Uzbekistan in a referendum! Of course, the final results of the referendum will come into force after the relevant decision of the Central Election Commission (CEC) is adopted and officially announced," said Zayniddin Nizomkhojayev.
According to him, the referendum was held in full compliance with international norms and standards, the referendum legislation of Uzbekistan, and universally recognized democratic principles such as openness and transparency.
The chairman of the CEC also noted that some shortcomings were observed during the process of conducting the referendum, which did not affect its results.
According to him, there were cases that need to be carefully examined in referendum precincts No. 226 of the 8th Sirdarya region referendum district, No. 651 of the 10th Tashkent region referendum district, and No. 772 of the 14th Tashkent city referendum district. The situation in Syrdarya and Tashkent regions was determined as a result of the monitoring of the CEC, while the situation in Tashkent city was determined through the mass media.
Zayniddin Nizomkhojayev informed that the CEC and the district commissions together with the authorities are studying each of them.
"In general, if we consider that 10,758 precincts were operating in the Republic, the precincts where deficiencies were observed in the referendum process are not even 0.1%," he added.
