Uzbekistan has introduced new measures to support teachers, including a 50% reduction in certification fees and expanded financial benefits, under a government resolution adopted on April 16.

These incentives were earlier presented as part of a broader program to boost incomes, create jobs, and reduce poverty, under a presidential decree approved for implementation from 2026 to 2028.

The decision amends several previous regulations, including the framework for assessing teachers’ knowledge through the national testing system.

Under the new rules, teachers undergoing out-of-turn certification will now pay a fee equivalent to 50% of the base calculation amount around UZS 206,000 ($16.9), reducing the cost of professional evaluation.

The reform applies to pedagogical staff working in education institutions under formal employment contracts and aims to ease financial barriers while encouraging professional development.

In addition to certification fees, payments for a range of public services have also been reduced by half for teachers. These include services related to property cadastral registration, connection to engineering and communication networks, certification of subject knowledge, permission to take exams for tractor operator licenses, and the legalization of official documents through apostille procedures.

The government also introduced new housing support measures. Teachers with at least 15 years of experience and a top qualification category will be eligible for state support covering 25% of the initial payment for mortgage loans.

Applications for this housing support program are set to open on April 20.

The measures reflect broader efforts to strengthen incentives in the education sector, improve working conditions for teachers, and support long-term professional stability.

The reforms come amid ongoing modernization of Uzbekistan’s education system, with authorities focusing on improving quality, accessibility, and the attractiveness of teaching as a profession.
