At the eleventh plenary session of the Senate of Uzbekistan, Senator Komila Karamova, representing the Kashkadarya region, voiced concerns over the growing dependence on artificial intelligence, warning that its indiscriminate use is diminishing critical thinking and intellectual engagement.
“This modern technology has many conveniences and advantages. But its negative aspects are also becoming apparent,” Karamova said. “For young people, students, and pupils, it is becoming a ready-made program — artificial intelligence is preparing coursework and tests. We cannot say that it answers all questions correctly.”
The senator stressed that the percentage of false information generated by AI is increasing, leading students to rely on it instead of developing their problem-solving skills.
“Students are not thinking about solving problems but are getting the answer from the chatbot, which in most cases is the wrong answer. What is the result? The constant and indiscriminate use of artificial intelligence is weakening the mind,” Karamova added.
The session, held on November 1, also saw the approval of the Law on amendments and supplements to certain legislative acts of Uzbekistan in connection with the regulation of relations arising through the use of Artificial Intelligence.
The newly adopted legislation introduces legal definitions and regulatory frameworks for artificial intelligence, amending the Law on informatization. It outlines the main directions of state policy in AI, defines the tasks of a specially authorized body, and sets general rules for the use of AI in creating information resources and managing information systems.
Importantly, the law includes provisions to safeguard personal data privacy and introduces administrative liability for the unlawful processing or dissemination of personal data using AI technologies, including through media and the Internet.
The draft law was first adopted in the third reading by the Legislative Chamber of the Oliy Majlis on August 12. During earlier discussions on April 15, deputies had examined the draft’s provisions, offering proposals for its improvement and refinement.
According to senators, the legislation aims not only to regulate the growing role of AI but also to promote its responsible development while protecting citizens’ rights and freedoms.
They emphasized that balanced regulation would help ensure AI technologies contribute to national progress without undermining human intellect or ethical standards.
