A joint venture between Kazakhstan’s Saran Machinery and Chinese commercial vehicle manufacturer Sinotruk has been officially established following the signing of founding agreements in the presence of First Deputy Prime Minister Roman Sklyar.

The project, supported by the government of Kazakhstan and the Akimat (city administration) of the Karaganda Region, is part of efforts to expand industrial cooperation and strengthen the country’s commercial vehicle production sector.
The plant, located in the city of Saran, will have the capacity to produce up to 10,000 units of equipment per year, including HOWO trucks. It will feature a modern technological complex, including Kazakhstan’s first cataphoretic metal processing line, which provides enhanced corrosion protection and extends equipment lifespan.

According to Sklyar, special attention will be given to localization, with plans to use galvanized steel body parts produced by domestic metallurgical company Qarmet. This approach aims to maximize the use of Kazakhstani raw materials and establish a full production cycle within the country.
Sinotruk has previously engaged in localized cooperative production in Kazakhstan, and the new venture is seen as a continuation of that collaboration. The facility is expected to create up to 1,000 jobs once it reaches full capacity.
With the support of the Industrial Development Fund of Kazakhstan, the phased delivery of technological equipment will take place between 2025 and 2026. The first batch, for assembling chassis and cabins, is scheduled to arrive in October 2025, followed by painting and welding equipment in the second quarter of 2026.
