Uzbekistan will establish its first domestic production facility for cross-linked polyethylene (PE-X), according to Uzbekneftegaz. Final contractual documents were signed at the association’s headquarters, marking a milestone in the project’s development.

As part of this initiative, the joint venture Nasaf XCP Techno has been established to oversee the project. The facility is being developed in collaboration with China’s Yunnan Xinchengpeng Polymer Technology, Techno Cable Group—a member of the UzElectroTech Industry Association—and the Shurtan Gas Chemical Complex.
With a total investment of $8mn, the facility is expected to produce 35,000 tons of PE-X annually. The project will create 65 new jobs and replace imports worth $30mn per year.
The production process will be implemented in two phases. The first phase, scheduled for March-April 2025, will focus on launching production and testing PE-X. The second phase, set for August-September 2025, will involve acquiring equipment for the production of halogen-free components.
Industry experts highlight that the facility will fully meet Uzbekistan’s demand for PE-X, which has never been produced locally before. With a market demand of 25,000-30,000 tons per year, domestic production will significantly reduce reliance on imports.
PE-X is widely used in industries such as water and gas pipeline manufacturing, heating systems, and electrical insulation. Compared to conventional polyethylene, it offers greater strength, flexibility, and heat resistance due to its chemically or physically modified molecular structure.
