In preparation for his upcoming state visit to Uzbekistan, President Yoon Suk Yeol of the Republic of Korea has emphasized the pivotal role of Uzbekistan as South Korea's special strategic partner in Central Asia. In an exclusive interview with Dunyo, President Yoon articulated his vision for advancing the burgeoning partnership between the two nations, emphasizing mutual aspirations and shared goals for the future.
Expressing his admiration for Uzbekistan's ongoing transformation, President Yoon acknowledged the socio-economic and democratic reforms led by President Shavkat Mirziyoyev.
"Uzbekistan's dynamic development under President Mirziyoyev's leadership is remarkable," he remarked.
He highlighted Uzbekistan's economic growth and its strategic initiatives like the "Uzbekistan – 2030" Strategy, which aims at comprehensive reforms, including WTO accession, economic liberalization, and anti-corruption measures.
Drawing parallels with Korea's own development journey, President Yoon emphasized that South Korea overcame absolute poverty by opening up, liberalizing its economy, and fighting corruption. He expressed support for Uzbekistan's similar reform efforts, drawing parallels between the two countries' development journeys.
Discussing the prospects for bilateral economic cooperation, President Yoon praised Uzbekistan's reformative measures since President Mirziyoyev took office in 2016. These measures have improved the investment climate, evidenced by a 96.4% increase in foreign direct investment last year.
"Since establishing diplomatic relations in 1992, our economic cooperation has expanded across various sectors, from car manufacturing to telecommunications," he noted.
Highlighting the record bilateral trade volume of $2.46bn achieved last year, President Yoon expressed optimism about further diversifying and deepening economic ties amidst global challenges.
President Yoon praised Uzbekistan's initiatives to unify Central Asia and boost regional cooperation. He highlighted the region's growing strategic and economic importance, noting its abundant natural resources and crucial position at the intersection of Asia and Europe.
To further bolster this partnership, President Yoon introduced the "K SILK ROAD (R.O.A.D) Cooperation Initiative," aimed at fostering new cooperation frameworks based on Korea's 30 years of experience with Central Asia. This initiative emphasizes joint development, convergence, and innovation, striving for freedom, peace, and prosperity.
Addressing the potential for mutual cooperation in education, science, and technology, President Yoon highlighted the historical exchange of scientific achievements between Korea and Uzbekistan.
"From the astronomical tables of the Ulugbek Observatory to the establishment of the Uzbekistan Center for Chemical Technologies (UzCCT), our collaboration in science and technology is deep-rooted," he explained.
He expressed hopes of building a high-tech hub in Central Asia and creating an innovative Silk Road of the 21st century, leveraging advancements in ICT, AI, and digital education.
Reflecting on the cultural ties between Korea and Uzbekistan, President Yoon acknowledged the deep historical connections, symbolized by the frescoes in Samarkand and the vibrant Korean diaspora in Uzbekistan.
"Uzbekistan has become a true homeland for almost 180,000 Koreans, who contribute significantly to the country's development," he noted.
During his visit, President Yoon plans to discuss further developing bilateral relations across various fields, including energy, healthcare, and the environment. The importance of cultural exchanges and people-to-people ties in strengthening the relationship between the two countries is emphasized.
In his concluding remarks, President Yoon expressed his hopes for the continued strengthening of the special strategic partnership between Korea and Uzbekistan.
"Our government is committed to fostering mutually beneficial cooperation in diverse fields, enhancing the trust and friendship between our people," he affirmed.
Accompanied by First Lady Kim Keon Hee, President Yoon embarked on a journey to Central Asia on June 10, marking a strategic initiative by Seoul to integrate South Korea's innovative capabilities with the economic potential of Central Asia. This move highlights a foundation of mutual trust and solidarity, as highlighted by Kim Tae-hyo, the first deputy director of the presidential National Security Office.
President Yoon's itinerary included a visit to Ashgabat on June 10-11, where he met with President Serdar Berdimuhamedow and Gurbanguly Berdimuhamedow, Chairman of the People's Council of Turkmenistan. Following this, the South Korean delegation will travel to Astana for a summit with President Kassym-Jomart Tokayev on June 12.
President Yoon is scheduled to meet President Shavkat Mirziyoyev in Tashkent on June 14, including the visit with a tour of Samarkand, one of Central Asia's oldest cities, on June 15.
