Prime Minister of Kazakhstan, Olzhas Bektenov, undertook a comprehensive review of measures aimed at augmenting oil refining and maximizing the utilization of petrochemical enterprises in the Pavlodar region, the official information source of the Prime Minister of Kazakhstan reported.
Bektenov's visit to the Pavlodar Petrochemical Plant offered insights into ongoing activities and outlined plans for further modernization of production facilities. Key among these initiatives is the transition to non-stop intermaintenance periods for technological units, signifying a commitment to uninterrupted operations and enhanced efficiency.
The Pavlodar Petrochemical Plant currently refines approximately 6 mn tonnes of oil annually, producing a diverse range of products including various grades of motor petrol, diesel fuel, fuel oil, bitumen, and municipal gases. Bektenov highlighted the directives from President Kassym-Jomart Tokayev to ensure the domestic fuel market's stability, underscoring the imperative for oil refineries to implement strategies for bolstering production across all petroleum product categories.
In response to the burgeoning demand for road construction materials vital for domestic economic development, the Pavlodar Petrochemical Plant recently completed the construction of a new furnace for its bitumen production unit, resulting in a 15% increase in output. Bektenov emphasized the need for the refinery's management to sustain this momentum, pledging government support towards achieving these objectives.
Overall, KazMunayGas refineries witnessed a significant 20% surge in refining volume last year, reaching 16.6 mn tonnes annually, with an unprecedented 86% refining depth and 72% yield of light oil products. This surge enabled the fulfillment of domestic market demand with an 80% increase in motor gasoline production and a 30% rise in diesel fuel output.
Magzum Mirzagaliyev, Chairman of KMG, elaborated on ongoing projects such as the hydrotreatment of diesel fuel at the Pavlodar Petrochemical Plant, which aims to produce approximately 160,000 tonnes of diesel with a freezing point of -38 degrees Celsius, catering to the specific needs of northern regions.
Bektenov also inspected the operations of "Neftekhim LTD," a subsidiary specializing in the production of granulated polypropylene and other polymer products. The enterprise, operating a full production cycle from liquefied petroleum gas processing to finished product manufacturing, has tapped into both domestic and international markets including Kyrgyzstan, Russia, Tajikistan, and Uzbekistan.
Bektenov affirmed the government's commitment to fostering the development of the petrochemical cluster in the Pavlodar region, acknowledging "Neftekhim LTD"'s pivotal role in addressing import dependencies and pioneering new export avenues. He directed the Ministry of Energy to meticulously evaluate the raw material supply chain to further facilitate production expansion.
